U.S. Texas slaughterhouses:

In 2007, the Texas plants were forced to discontinue slaughtering horses for human consumption. Slaughtering for zoos may continue.

First, the U.S. 5th Circuit Court of Appeals' decision affirming Texas State Law banning sale of horse meat for human consumption.

An appeal to the U.S. Supreme Court was denied and no hearing of the Texas plants' petition to overturn the decision is granted.

Then, in an attempt to overturn the law from 1949 (prohibiting sale of horse meat for human consumption), Texas bills fail as the deadline passed in Texas Congress without a hearing.

 U.S. Illinois slaughterhouse:

Easter 2002, the slaughterhouse in Dekalb, Illinois, burnt down. Cavel International was rebuilt and two years later, in June of 2004, reopened. A senate bill in Illinois was introduced prohibiting the slaughter of horses in the State of Illinois. The law failed and the new state-of-the-art facility, as defined by manager Tucker, slaughtered several hundred horses a week.

In 2007, the Illinois House finally passed a bill banning horse slaughter which was signed by the Governor of Illinois in May 2007.

A judge upheld the ban on horse slaughter as constitutional on July 5th, 2007 which was confirmed by a federal appeals court in Chicago September 2007. The era of independence began for American horses. They closed the last of the Belgian and French slaughter plants remaining in the U.S. An appeal by Cavel was denied by the U.S. Supreme Court in June 2008.

Mexican slaughterhouses:

Videos and reports of Mexican slaughterhouses show that these use the most cruel method of killing horses. It has been reported that some slaughterhouses kill the horses by repeatingly stabbing a knife in the horse's back causing it to go down where it can be picked up, hoisted up and have its throat slit.
